S.77: Children's Mental Health Parity Act

This bill amends the Social Security Act to provide "equal coverage of mental health services" under the State Children's Health Insurance Program.



WHAT DOES IT DO?
This bill requires the "State Children's Health Insurance Plan" to require all child health plans to treat mental health and substance abuse benefits equally with medical and surgical benefits.

WHO IS THE SPONSOR?
The bill was introduced by Senator John Kerry [D-MA] on January 6, 2009. Senator Kerry was the Presidential nominee of the Democratic Party and was defeated by 34 electoral votes by incumbent President George W. Bush.

As the presidential campaign of 2004 developed, approximately 200 Vietnam veterans formed the Swift Boat Veterans For Truth, which held press conferences, ran ads, and endorsed a book questioning Kerry's service record and his military awards.
